Palestine Technical University Kadoorie
Palestine Technical University Kadoorie (PTUK) is a leading governmental university, a hub for scientific research and a center for quality higher education. PTUK has always been committed to serving the Palestinian community and actively engaged in its sustainable development. Since its establishment, PTUK has been committed to the Education for All principle. Thus, Inclusive education and Disability support are its main objectives. PTUK aims at achieving equality in education for disabled students to enable them benefit from its academic programs, and services.
The idea of the Edu4ALL project dates back to 2017 when PTUK signed an agreement with the General Union of Disabled Palestinian (GUDP). The agreement addressed the role of PTUK as a governmental university in rehabilitating people with disabilities as well as providing educational opportunities for them. Statistics showed that about 6064 of the 60.888 students currently pursuing an undergraduate degree in Palestine reported having a disability. Moreover, many Palestinian citizens are not accessing and completing a good quality education, and gaining the foundations for being a productive part of an inclusive society.
While, in Palestine, we have legislation that determines the educational rights and obligations, we believe that there is still a need for greater clarity in our message about the right to genuine good quality education for all including those with disabilities. We believe that delivering quality education to disabled students will be achieved through modernizing our educational system to be inclusive, and learner-friendly educational system.
In order to achieve this goal, the inclusive approach is our key method to follow. That is, following the principle of universal design, which reaches disabled students and raise their awareness. It welcomes and supports all learners in regular education settings; builds their capacity; provides responsive learning opportunities (through flexible and adaptive teaching and learning methods, curricula and assessment systems, within an infrastructure that is accessible, safe and welcoming); and actively strives to challenge and stop discrimination in any form within education (and thus also within society). The institution and classroom will operate on the premise that students with disabilities are as fundamentally competent as students without disabilities. Therefore, all students can be full participants in their classrooms and in the local institution community.
PTUK is the coordinator (main applicant) of the Edu4ALL project and the leader of the management work package. We will participate in all other work packages: Preparation; development, quality control; and Dissemination. We are responsible for monitoring the implementation of the project actions in order to ensure that the action is implemented in accordance with the terms of the agreement; managing the financial issues of the project and cooperating closely with all partners. Also, we are the intermediary for all the communications between the partners and the agency. Additional tasks need to be performed including: coordinating the meetings of the project, forming the project management committees, preparing the project financial administration and reports; and developing the collaboration platform.
Team Members
Eman Y. Daraghmi is an associate professor at the applied computing department, Palestine Technical University Tulkarm (PTUK). She has related experience in Erasmus+ project “Pathway in forensic computing” as she participated in training and course development. She received her B.S degree in communication and information technology from Al Quds Open University in 2008, her MS degree in Computer Science from National Chiao Tung University, Taiwan in 2011, and her PhD degree in Computer Science and Engineering from National Chiao Tung University, Taiwan in 2015.
Dr. Daraghmi served as Technical Program Committee member for the Pacific Asia conference on information systems 2016, International Conference on Mechanical and Electrical Technology 2016, Undergraduate Research Conference on Applied Computing 2016,2017, and ICFNDS 2017. She is a reviewer for some highly distinguished journals. Her current research interests include Cloud computing, distributed systems, internet technologies and designing algorithms.

Yousef is currently associate professor at the computer systems engineering department at Palestine Technical University – Kadoorie he served as the chairman of the department from 2016 to 2018. Yousef worked in Erasmus+ project “Pathway in forensic computing” as an administrator and participated in training and course development. He also worked as a senior software engineer at cacaFly company in Taiwan. He received the PhD degree in Computer Science and Engineering from National Chiao Tung University-Taiwan in Jan/2014, the Master degree in Computer Science and Information Engineering from National Chiao Tung University-Taiwan in 2007
and the Bachelor degree in Electrical Engineering from An-Najah National University-Palestine in 2002. He received the Best Paper Award from international conference on Intelligent Transportation Systems Telecommunications in 2012. He serves as Technical Program Committee member for the International conference on connected vehicles and expo, international conference on Intelligent Transportation Systems Telecommunications, international conference on signal processing and Asia-Pacific Network Operations and Management Symposium. He is a reviewer of highly distinguished journals: IEEE transaction on intelligent transportation systems, IEEE communication magazine, IEEE network magazine and others. His research focuses on mining big data, Intelligent Transportation Systems and Vehicular Ad Hoc Networks.

Hussam Husni Qassim Al-Qasim currently is the dean of development and community affairs deanship. He has been working as an academic lecturer at Palestine Technical University – Kadoorie since 2013 in the field of educational administration, university administration, and communication skills. He holds a PhD in Education majoring in the educational Administration. It is worth noting that Hussam is a researcher in the field of educational sciences, quality of education and scientific productivity
he has a set of research in educational fields and education management. The most important of them: research “The role of the teacher in developing continuous self-learning skills among students in government schools in Palestine”; in 2018. In addition to examining reality of the services provided by the administrations of Palestine Technical University – Kadoorie and Al-Quds Open University to students with disabilities from their point of view, and another set of research in this field. It is noteworthy that the researcher is disabled, he is paralyzed in the lower half of the body since 2012, He has a great interest in the disability field, and he works as a volunteer with disability institutions and has an interest in research in it.

Dr. Eleyan has a good relevant diversity experience in academic and industry. He is the manager of the Erasmus+ project “Pathway in forensic computing” at PTUK. He has a PhD in Information Systems and Msc in Business Information Technology. Dr. Eleyan is working as the president assistant for international academic cooperation at PTUK. He served five years as an assistant professor at Birzeit University in the Department of Computer Science teaching variety of courses at the undergraduate and postgraduate levels. He has worked also as lecturer and course team leader in computing at South East Essex college of Arts and Technology
where he taught various modules as, information system, project management, database, web database, and website management, Computer and Business Ethics, Research methods. He has a good expertise as an Information Systems Consultant at BAS Computer Systems a private company since 2003 till 2006. On 2006, He was a visiting lecturer at the University of Manchester, teaching an MSc course of Enterprise System Modelling, collaborating with Prof. Loucopoulos. He has served as an external reviewer to some conferences in information science, information systems and business process modelling. His research interests focuses in System dynamics, software quality, Information Systems, Business Process Modelling, Customer service and satisfaction and return on investment, information technology management, IT project management, Quality of Service, Academic quality and performance evaluation, Business and computer ethics, Software testing quality assurance, Usability and e-commerce websites, Web decision systems. He is a member of some societies as British Computer Society(BCS), Institute for Learning (IFL), Systems Dynamics Society (SDS). He provides counseling to undergraduate students at all levels. He endeavor to guide students’ conduct and develop their positive attitudes to achieve effective student-student relationship within the university environment and beyond. He worked as an Educational counselor in many government schools in Tulkarm – Palestine from 2007 to 2017, and as Educational and psychological counselor in Dar Al-Ulum Schools in Jordan 2001/2002.

Mr. Zafer Hassona works as Psychologistt at the Deanship of Student Affairs – Department of Guidance and cancelling – Palestine Technical University Khadoury since 2017. He provides counseling to undergraduate students at all levels. He endeavor to guide students’ conduct and develop their positive attitudes to achieve effective student-student relationship within the university environment and beyond. He worked as an Educational counselor in many government schools in Tulkarm – Palestine from 2007 to 2017, and as Educational and psychological counselor in Dar Al-Ulum Schools in Jordan 2001/2002.
